So this suspicious guy is a part of EP18. Does it mean sales under the coat will be possible ?

Maybe this sim is a new NPC like Mr. Warez.

That's a shady sim. One of the two new traits coming B&H. Idealist or Shady. Hopefully more info from the Gameplay trailer on Feb 18.
