Buying packs and intentionally not using the main feature

Is it worth to buy a pack for just the CAS/build buy or some side features and completely ignore the main feature. The reason why I am wondering about this is eco lifestyle. I was debating whether...

IMO if I don't like the main feature of a pack I don't see how it's worth its money. I won't pay 20-40$ on a pack because I like the windows or one of the skills.
