I found this list of them: https://thesimscircus.home.blog/2020/02/22/sulani-festivals-the-sims-4-island-living/ but I have absolutely no idea if that's accurate or not. I'm thinking back on it now and I've played in Sulani a fair bit but I don't think I've ever caught a festival there.
