So I know this is an old post but I found it while trying to fix this problem so maybe it will help out a future googler...
I'm not a fan of mods because in the past they've messed up my game so what I did was go in to manage households and "spruce up" the auto generated townies. Unplayed households>not in world is where I found the most of them. If you select the household you have the option to edit the household in create a sim and there you can change everything about them except skin color. For the sims I didn't have relationships with I just deleted them and inserted cool sims I liked that I found on the gallery. Downloading new sims instead of making them saved a lot of time. For the sims that I deleted I made sure one new sim had the exact same ambition/traits in case this was a factor. Of course I did all of this under the assumption that the game generated new sims because of need and not just to be annoying. I also added a few more "out of world" sims to each household for good measure; congrats random single guy, you're now a father of three! I did this to every auto generated family and I haven't seen the generation of any undesirables since!
Also, if you're playing with a restaurant this is a cool way to get your sims to hire their friends. You might want to do this first before redoing your NPCs because having less of them makes it easier to randomly get the sim you want on the hire screen. You can choose to buff up the target sims stats for the position you want them for first (I wanted my sims bff to be her chef so first I went to the friends house and tortured her by making her cook gourmet meals for hours on end) make sure the target sim doesn't have a job and that you don't want to actively play them (I found that playing as them fires them from the job) evict the sim you want from their house and leave them "not in world". It might take a few days but they will eventually show up for hire (it will be quicker if you delete the other NPCs, which is why I recommend doing this before beautifying the neighborhood). Once hired you can move the sim back in to their home and they will still be the same as they were before you did this. Again, the only problem I found was when I actively played the sim she got fired, but I don't play her so this wasn't a problem for me. I just like her in town so my sim can go over and visit. Once this is done the game, after a few load screens, should auto populate back to the levels it needs to fill all the roles. Then you can go about fixing them up so you never have to run in to random tube socks wearing uglies again! (Unless you want to)
