(I skipped TS3 okay) When going from TS2 to TS4 I was happy to see the women had better clothes now, more clothes were less revealing, when before there were few shirts that didn't show your belly (is this common fashion in the US?), so I'm like yaaaay progress!
But on the men's department, yes some improvement is needed. Specially when it comes to hair and hats!
It was a trend at Maxis during TS2, they thought they had to create every top for female and male to show belly button. It's like when they decide an old fashion trend is a good one and start churning out everything ever thought of in that line of clothing. It depends on what they watch on TV and what inspires them. If you watch a lot of pop cultural TV you can see how Maxis gets easily influenced by it. It is not necessarily trending all across the country and only the clothes and or hairstyles etc. of a sitcom or drama Maxis may be watching and somehow that always gets passed into these games. It's a bubble world when they decide what is in and what is out. It's all about the TV and popular shows.
ETA: I remember being annoyed with them since there was only one skirt in all of game that was even long enough to barely reach middle thigh. But so tight it looked like if Barbie sat down it would split the seams. The rest were so short I wondered what happens if Barbie bends over. It was not very practical to just stick with one line of fashion for all Sims.
