I have two accounts (got tired of my niece using mine when I wanted to play lol). The sims & builds in the library, as well as saves (I've played the same save on both accounts) are available to both accounts, but both accounts don't share packs. What I mean is if account A has cottage living account B *won't* have it unless you buy it under account B. And no, if you buy cottage living (to continue our example) for account B you won't have two copies of it. You'll pay for it, but the game will use the one already on your computer. At least that's been my experience.
