Can someone clear up how the Connections trait works?

I bought it, quit my job at the top level at the musician career and started in the scientist career at level 4 then quit that to get into the medical career at level 4. I did that so I could get the ...

I thought sims that aged up with an A in high school started out at level 3 of any career they chose anyway?
