If I remember correctly, there are 3 things that cause vampires to autonomously drink from other sims:
Zero thirst need.
Very angry mood.
Breaking in.
Of course there is also a club activity that makes vampires drink from sims.
My vampires used to go on drinking rampages whenever they were enraged, but that hasn't happened in ages. One vamp used to attack his family members every time they had an argument. *sigh* I miss those days.
