Can You Clean Up the Trash in Grims Quarry?

I feel kind of confused with this EP. Grims Quarry is the neighbourhood with the best Eco Footprint, yet it is still littered with trash. I thought that the garbage/run-down levels were tied to the Footprint of the world, and I was pretty sure the trailers showing you being able to pick up trash. But it just seems to be non-changeable world decor.

Does it just always stay like this? :confused:

    To get rid of trash, either enact "Green Initiatives" or "Modern Development" N.A.Ps in there and trash will be gone.

    "Green Initiatives" N.A.P. will add more plant to the neighborhood and the fake houses will get solar panels, windmills, and dew collectors. "Modern Development" N.A.P. will make the neighborhood more modern. Both will increase sim's bills, clear the neighborhood up from trash, make more changes over 2 in-game weeks, and change the look of the neighborhood in the map view.
