I had all four of my Sims in the same dorm. They're siblings, so I aged them up keeping a Sim day between them to maintain birth order. Then each in turn were enrolled using the uni-cheat. I had them apply for scholarships the day before I was set to age them up. The first three were all on track, only the fourth one was a day behind, but it worked out for me.
