You've got Sims 2 for that. Sims 4 is it's own game. It's not going to function in the exact same way. If you look closely at the cars already "driving" on the roads, they're not routed to the roads per-se, but they're on a moving looping path. If you want a sim to walk to a certain spot where a bus appears and then have the bus disappear, that's what mods are for.
