You are unable to switch/convert home lots to make them apartments. You can only use the pre built apartments already in San Myshuno. Apartments are just in San Myshuno, not in other worlds. The interior walls and furnishings of the prebuilt apartments can be changed, but the exterior walls, windows and doors need to remain the same.
