The game uses sims when the occasion is required that a sim is needed to do a task. Your created sims may be used. You can help the game to use your sims by deleting other " not in world " NPC sims that the game has generated. When you have many of your own NPC sims, it can help to stop the game generating as many new ones to fill roles.
