The cloning machine success rate is related to the logic, skill and the level you are at the scientist job, that is about it. It learns start out with something simple and over time it will learn everything. I have it set out in front of my scientist sim home that way the neighborhood can use it to clone stuff they need. The machine can clone only one square objects, it can clone drinks, reward potions most collectables and small items. The machine will clone the current state of whatever the food was in when cloned, so if you have a single plate of spaghetti it would clone only a single plate of spaghetti, if you had a group serving of spaghetti it would clone the group serving of spaghetti. It won't clone books or anything like that. Also it will clone the current state of plants, if they are in seed form it will clone them as seeds if they are in fruit or viable form it will clone it as a fruit or vegable. It will clone most flowers death flower and angel fish and I am pretty sure it will clone ambrosia but I never was able to test it.
