Community Zoo. Could It Work?

I suppose if you set up fences to act as enclosures and set the gates to disallow pets, you could get them to stay. But I'm not sure how you would add them without them being part of the household, which would make it hard for you to get them to stay on the lot permanently, unless you had your sim live their, too.
