From reading other bug reports regarding the glasses there are a few issues that stands out:
1. It seems that it was planned to make the glasses permanent, since the only "fix" the patch allowed for was that they could be removed if you were no longer in your Home-neighborhood. NO fix for actually remove them like the robot arm, at will?
2. The glasses are very annoying; they look cool but the Sim uses the options CONSTANTLY, and the wrong one, at that (keeps browsing art instead of Simpedia so she gets Inspired instead of Focused constantly). So quite frankly it just another "gimmick item" that is worthless in actual gameplay. Sadly.
3. There seem to be a mix between two UI choices: There is no other way to explain why the devs have decided to list ALL cybernetics under the "Remove glasses" option. My guess is that it was supposedly a "Cybernetics" option and then it got renamed to "remove glasses" without changing the actual code. This is also probably why so many people can't remove the glasses unless they have the arm equipped. Which, it looks like, still isn't fixed.
