I’ve had the pack for a while and I keep eco footprints and NAPs fully enabled. But from my experience it seems that you soon get to a point when these things don’t intrude on your game any longer unless you actually make an effort to include them. Every world seems to naturally default to a neutral eco footprint (which is pretty much what you have without the pack). I have a household in every world and in most of the worlds I simply ignore the eco footprint, and it’s never yet gone green or industrial. In some worlds I’m trying to get it to stay green, but it’s quite a lot of work! I think you have to be almost quite determined to change the footprint, either by being very polluting or very green. So I think you can have the eco footprints enabled and not be bothered by it too much.
As for NAPs, I’ve got to the point where the full number of NAPs are now set in most of my worlds, they don’t need to change, and they don’t impact on my game. If ever I find a NAP has been voted for that I don’t like, I use one of the cheats to change it to one I do like, Some NAPs do intrude on your gameplay (eg. water conservation, where you have to have your water turned off for a day), but others don’t. I make sure the ones I like are set, and after that I just ignore them. To that extent they’re a bit disappointing, as it’s quite an interesting gameplay idea but it only goes so far.
I really like the pack and I would say it’s well worth getting in a sale, and I don’t think anyone should be put off by the eco footprints or NAPs.
