There are mods that disable the clay. I have an author in my save, so the 'promote creative arts' is a NAP I want in my game, but the mod removes the problem. You'll still find clay that people leave around, though not as often, but mostly people will take out the clay then put it back in their pockets at once.
There are also NAPs that mean people read absolutely everywhere. A bit annoying in bars and such, but otherwise it's not a huge issue. Personally I like the pack much more than I thought I would although I also wish we could customise our own NAPs. Playing the decades challenge, I would love a NAP that bans juice and nectar (now you can only have the juiced community promoting juice and juice fizzing, but not the opposite which feels like a missed opportunity).
