I think they did it like that because the worlds are supposed to be like countries and there are some countries that are super cold and rainy a lot such as England and some are balanced and some are just hot like Australia, Willow Creek rains a lot though and it can get a bit annoying when you want to go out and your kids have a constant negative moodlet from thunderstorms, but I guess it's like that sometimes irl so it's kinda realistic, It's currently been raining non stop irl by me too, but if it's too much just get the weather system or disable it a bit!
