I always turn the voting off on my saves. They cause too much problems, especially "sharing is caring". I had the NAPs on in few of my saves at first, but whenever sharing is caring was active in a neighborhood the community lots were robbed to the point of them becoming unplayable and I had to turn them off. I'm not a builder, so I couldn't fix the lots, I didn't even know everything that was missing. I had to download the lots back and it got really annoying.
Now I just turn the voting off every time I start a new save. It's sad, because I actually like some of the NAPs.
