This was a concept art from Maxis. I'm guessing someone found it in the game code but it was from last year.

Pretty, but I think it's a fan concept art.I would like for deep diving to make a return one day though.

Not the same as having it in game but have you ever tried scuba diving with the First Person mode? I do sometimes and it is a bit like scuba diving

Diving lots with a lot of personalization items, maybe updating some worlds like Granite Falls to have both sweet and salt water diving
