Creating my whole world, why I still have random sims?

I created my whole world, all “random” sims were deleted and I made a lot of family and different households... Why am I still seeing random sims showing up? Is there a way to prevent that? Thank y...

Are random sims moving in?
Go to the gameplay options. In there untick a option called Fill Empty Homes. Then sims won't move in.
The game still keeps generating new townies (but does not move them in). Only mods can stop that unfortunately.
