Creating my whole world, why I still have random sims?

Townies are also generated to suit certain job roles in the game. Have you tried making sims of all the different job roles? Doctors at the hospital and nannies generated many townies for me. It might be a good idea to make many sims of the same job role, so there will be less townies generated for it.
