Creating my whole world, why I still have random sims?

The Reduced Random Townies Generation mod is probably what you want - it reduces townie generation and lets you assign service roles to existing Sims.

I haven’t used it myself, so I can’t help if you have any questions about how to use it, but it does look like the sort of thing you’re looking for.
