Creating my whole world, why I still have random sims?

I created my whole world, all “random” sims were deleted and I made a lot of family and different households... Why am I still seeing random sims showing up? Is there a way to prevent that? Thank y...

I detest the random sims and their ridiculous names and outfits. I filled my game with not-in-world sims for these roles and still get random ones.

Does anyone know how many sims you have to create before it will stop creating extras?
