Does anyone know how many sims you have to create before it will stop creating extras?
It also has to do with age and gender quotas, I think. It seems unless you deliberately fill your game with elders, a ton will be generated.
Same for kids, obviously. If your child befriends someone in school and there are no children among your non-random sims, random kids will be generated.
