Yes, the sim limit is just for "My Households". But that's not the culling limit, that's just the limit on how many sims you can protect. Culling will
never cull sims in My Households (unless you go over the limit you set for it). Culling effects "Other Households" only. There is no way to see, in game, how many sims total you have, unless you use mods (MCCC has the feature, for example).
There's also no way for a player to adjust the limit at which point the game will cull sims. That's a completely hidden limit as well, but people who have poked around in the game files said it's at 800 a few years ago and no one has indicated it's gone up (again) since then.
