Custom Skin Swatches are not Cross Save Compatible

After playing around with the new skin patch, I've noticed that all my custom saved skin only appear in the save file I've created them in, so I'm not able to use them in all my other save files. Can ...

Yes, that's true. Very inconvenient.
I had to create a “CAS save” for making sims, ehh.
