Scratch that, it has to be entered in live mode, then go to build mode, decorations, miscellaneous decor, then scroll down. A ton of miscellaneous decor becomes visible from past events, like sugar skulls, a time capsule, fire opal, fossils, diamond, fish tanks, etc.
