Time still passes in households you're not playing but there isn't much story progression in TS4 without mods. If you have aging off for unplayed Sims or only on for active household, the unplayed Sims won't age or die of old age, but their households won't be fully frozen in time. So if you're playing rotationally and have a pregnant Sim in a household, they'll give birth off screen if you happen to not be in their household at the right time.
Other than that, unplayed Sims are just kind of there (they build skills if you bring them into a Get Together club gathering set up for skill building or if you see them around the world jogging or fishing, but as far as I know, not much else). I'm not familiar with TS2's aging system but it seems similar.
You can change the aging settings so that your unplayed Sims age along with your played household, But again, they won't do all that much else unless you're directly controlling them.
