It may be a combination of porting the games to console and computer performance. In one of his tweets responding to a question Grant suggested that one of the potential problems with an 80's/90's pack is that a lot of Sims 4 players weren't alive in the 80's and 90's. So we're talking about younger players who might not have the resources for mid to high level gaming systems.
