I don't think they'd do "Generations" as a GP, but I do think that they'd split Generations up into GP's focusing on different things and otherwise bringing Generations elements in through other packs.
So expanded dating would be a Romantic Vacation GP
School Options and imaginative play would be a Childhood/School Days GP
Midlife crisis and canes, and possibly cemeteries would come with a Retirement GP
Improved Babies would be a base game patch.
And yes, it's partially cash grab, but with a few exceptions, GP's have generally offered better gameplay than EPs, so I think that the elements of a Generations Pack might be better served split into various GP's than squashed together in one EP.
But having it all in one EP would be fine with me too.
