Besides that I feel more and more "weird" about disabilities to be honest. All the things that have to be considered, changed and edited... I wonder how they can possibly give it justice.
Personally I think they won't change much about the occult Sims. Sims with disabilities should be able to be occult Sims and I wouldn't want them excluded from powers or shape-shifting abilities.

as well as a disability is no able to walk, also for a SN whom its nature is able to fly (a fairy) a disability would be imposibility to fly
And when I said for vampires than cant purchase certain powers, I mean because purchase the mist power or super-speed, would be a way to cure the no-walk disability
I think I understand what you mean, like when you have a Sim who needs a wheelchair but suddenly that Sim can freely roam around as werewolf - There are probably people who would find it silly but there are also people who think it would be "realistic" because maybe the superpowers can heal that Sim temporarily.
I still have no clue what disabilities the Sims team is even considering, but even even if they change the occult Sims for just a few physical disabilities - The undertaking would already be huge.
At this point I really need more infos from them to have any further opinions. There are so many possibilities...

A Witch with learning deficiency would take longer to learn spells but would still learn them eventually. What if a flying broom can act as a substitute for a wheelchair that can also float on stairs so no elevator needed? What I imagine being difficult is a plant sim with water allergy or sunlight allergy.
Oh, I think that would make so many people angry - Imagine having Sims lying on the ground helplessly and not being able to move around because their wheelchair is somewhere else. You said they could fly back to it but just the picture of Sims lying on the ground makes me feel... really sad and uncomfortable :( In theory it would make sense but considering they won't even let pets die from anything else except old age because it's too sad I can't imagine them doing this.
I do like your ideas about witches though. As I said in my reply above - I think it would be too much to change occult Sims behavior for every added disability, but who knows which disabilities and how many they're even considering...
