Disable Hairstyles and Clothing For EVERYONE?

Is there any way to disable certain hairstyles or clothing for my random townies? This one lady is always showing up in my game with the Bozo the Clown hair don't and it's driving me mad. I can't seem to find her to edit it. Aaarrgh, it's just annoying and she seems to be everywhere.
It's a ridiculous style and I have never used it for even my most unfortunate of Sims so if I could get it to go away forever, that'd be fine with me.

Also turbans. I have nothing against turbans but every other townie seems to find them the pinnacle of fashion and there's just too much turbaning going on.

    That's weird. That was fixed with a patch a long time ago like in 2016?

    Is she not in the other household bin with other townies? I figure she wouldn't be hard to spot out if she is. If not she may actually just be the NPC for the tragic clown if your sim viewed the tragic clown picture. Might wanna hover over her next time you see her and take note of her name so you can just delete her in the bin.

    I don't get the turbans as much anymore since they fixed it in a patch where sims seemed to ALWAYS pick from the city living clothing all the time for the npc townies. No way to really disable them and haven't seen a mod for it.

    Need to chop, change and combine hairstyles and clothes, would be nuts, but pretty cool. Same with colour customization.

    You can use Sims4Studio to disable cc for townies not sure if you can also use it for actual game file stuff as well though.
