I definitely prefer Britechester. Everything works much better in there than in Foxbury. My Sims can use the bike there without issues, but Foxbury and bikes are just a big no-no, too many stairs. Also some of my Sims often cancel the automatic 'go to class early' action or they don't even get it at all in Foxbury. It doesn't seem to happen in Britechester, at least it hasn't happened to my Sims yet.
It annoys me a lot that Foxbury seems to be such a mess and obviously buggy. I don't even want to send my Sims in there anymore. :/
