Do consoles generate townies differently?

I feel like no matter where I send my Sims, it's always the same few townies that show up; walking around town, in the park, at the bars, etc. I know different ones will generate over time and that I can make my own, and I have all my saves set to fill empty homes, but it's just kinda... Bothersome when you want to do something like a Legacy challenge with a townie, but there really aren't many to choose from. It kinda dissuades me from wanting to play. Anyone else?
I mean its not as busy as the sims 2 was with townies.However seems to be just the same as the PC version!
one thing I have toticed for me is. I have more than I had a week ago.
so my towns got busy the longer I have played the same save. I have been playing that save since mid december tho.
