This shouldn't be an excuse, although I fear that you're right about The Sims 4. In a well designed system it shouldn't matter how many worlds there are, since they are not all loaded at once. And it shouldn't matter how many relationships Sims that are not even present have etc. But here we are with relationship culling and everything...
It's as if we would say "oh, of course this streaming service takes a lot of time to load videos because they added so much more content to the platform" :D
But another thing is: they just didn't invest time/money to create specific events/situations for this world. The CL festivals are all individually done, but for the pier they just recycled the vendor and any other Sim is just doing whatever the lot they spawn on makes them do...
That's just my guess. I agree though that there could have been a better way than making the newer worlds so empty looking.
I agree with your guess :) I just wanted to point out that what we experience with the game is not normal but a symptom of bad design choices. I empathize a lot with the developers. I'm sure there are many that want to improve things but do not get the time to do so. I've been in this position myself and it's difficult to convince decision makers that customers might actually value performance and reliability more than new features.
