Do the Teens not get to use the "romance" action?

I'm quite confused. I have been trying to get my teen girl a b/f and haven't had any luck. The romance option isn't even available. Is it at all? Does this only come along in the young adulthood :\ ? ...

I have a problem with my sims, Some times when I log in, the romance category does not show up for any of them. I have tried to start it over but nothing changes
Please Help! :(
