Do the Teens not get to use the "romance" action?

I'm quite confused. I have been trying to get my teen girl a b/f and haven't had any luck. The romance option isn't even available. Is it at all? Does this only come along in the young adulthood :\ ? ...

Well u think they don't change last names because it should be a choice...some people dont change their last names when they get married others do,I wish they had a town hall like on ts3 where u can change the name
