Exactly. Honestly TS4 will most likely never feel complete. It's the way the game was initially designed and with unsignificant "features" in DLC's we will never feel like they even added something. In comparison to previous games not much was added to expand the gameplay, in a four years time. There's a lot of set dressing and none important features in TS4.
