You technically can, bb.enablefreebuild cheat is a thing, and it does allow you to build there. With mods you can even change the lot designation at will, although I don't think you can actually own it considering it's not visible in world view.
I concur with the others though, I'd have definitely loved it if Sixam were an entire alien world where you can move in multiple alien households, or that we had a dedicated mermaid area.
