It depends on the household. If I have a grandma or a stay-at-home mom whose main functions are to cook and look after the house, I put it in. If I have a single sim where I want to concentrate on their career or relationships, then I usually won't. So, it varies depending on if I feel like laundry will add to the gameplay of whatever sims I have in the house.
