Do you think Get Famous fits better in the Game Pack category?

The Sims 4 Get Famous seems like such a FUN expansion pack full of activities I cannot wait to play with. But I am seeming to get a little confused on this whole Expansion Pack or Game Pack categor...

It incorporates parts of existing game and expansion packs (Parenthood for reputation, Vampire for fame, GTW for Acting), so it feels like it should fit in a weird grey area between a Game and Expansion pack. However, without many new mechanics, and without a large world like Windenburg, I don’t think Get Famous is big enough for an EP
