Because TS2 is the most popular of the series and generally considered the best.
Someone did a poll once on a Sims forum (not just for Sims 3), and even though people pointed out they missed things from Sims 2, when being asked what game they considered the best, a lot of people chose Sims 3. More than Sims 2. I will keep objecting to this assumption Sims 2 is 'generally' considered best (or even is best according to some), because I think it ignores the fact we need both Sims 2 and 3 to have the 'perfect' Sims game.
I agree on Sims 2. I played Sims 1, went on to 2 and I loved it. Then Sims 3 came along with the open world and create-a-style and for me, as a builder and re-doer (is that a word?) of every house and building, edit town. I have tried going back to 2 but cannot because it lacks the open world and CASt, even though I did make my own town buildings, trailer courts, venues in 2. I can't do that in Sims 4, no open world, no real edit town, no terrain tools, tiny little street corners rather than worlds and for me, most importantly, no create-a-style. Sims 4 should have had the best of 1,2 and 3 done right and it fails miserably for me.
