Because TS2 is the most popular of the series and generally considered the best.
Someone did a poll once on a Sims forum (not just for Sims 3), and even though people pointed out they missed things from Sims 2, when being asked what game they considered the best, a lot of people chose Sims 3. More than Sims 2. I will keep objecting to this assumption Sims 2 is 'generally' considered best (or even is best according to some), because I think it ignores the fact we need both Sims 2 and 3 to have the 'perfect' Sims game.
I think with "best" she means "best quality". TS2 has the most love to detail, almost all simmers admit that.
It depends on what you want to be detailed in the game. I for instance don't like playing without the detail that my town ages with my sims, or that, when I've been out to the mall and evening falls and there's a thunder storm and I go home with my sim, it's morning again and the sun is shining. I don't like the detail that my sim has to go to the fridge everytime he wants to feed his baby and after that he leaves the bottle on the floor. That kind of detail bores me. For me a lot of the short cuts they did for Sims 3 increased the quality of the game.
