They are the same thing if the outcome of no transportation is the same. We don't even have bicycles in the game and those could be ridden around each neighborhood by adults and kids. The same with skateboards. If we ever get cars, it does not follow that boats would ever be added too. They aren't the same thing either.
We do have one boat in BB - but it teleports the sims.
I much prefer boats like in Sims 3 as teleporting in a boat truly makes no sense and isn't any fun.
