I, also, remember that feature. If your sim paid the larger fee, you had a better chance of getting a better match, but there was always a chance of a complete failure. Drama!
I've had some luck in this game having a sim frequent only one community lot(Park, bar, hangout). After 2-3 visits, the target sim has shown up. Visiting the home hasn't always worked for me. The particular sim just wasn't at home or left before introduction.
