I wonder if at least part of the problem is a changed player base compared to the old days and EA is aiming at it. Have read in multiple places the target age is now well below the official teen. What is bland for someone north of 20 could well be exciting for someone around 11 or so. We had two stuff packs involving community voting, with the results being laundry and knitting. The kits are attire heavy, great for animated Barbie dolls, not so great for simmers wanting to play "Ivanhoe" or even "Pride and Prejudice".
The online origins of the game impact the nature of the 'worlds' available to us, which limits our builds and what we can do with them. In TS2 I once built a reasonable likeness of Titanic from E deck up, including the 4 stacks. Impossible in TS4. Also built, from period plans, a Victorian era Bermuda hotel that included an 11-floor central tower. Again, impossible in TS4. Two intriguing settings for stories that cannot be told. We are told we can "play with life" but they don't say it is on EA's terms rather than our own vision.
