Rain does water the plants in your garden. But I have never seen where snow does. So I don't know if snow melt will water the plants. In fact, I have never seen any puddles left behind after the snow has melted off. So I'm guessing nope, snow does not water the plants. But maybe it might start watering the plants after Cottage Living drops. Providing that one has both packs installed.
