Does the "Legacy Edition" of the Sims 4 confirm we are at *least* halfway through The Sims 4's life?

Isn't there some tech valley reason 32bit is being dropped? I read something somewhere, the tech world is dropping support of 32bit machines for lots of stuff. I think it's across the board isn't it? Sorry, I didn't retain what I read so I can't explain it. Another question is, will they continue to support Windows 7 after MS drops support for it next year? Isn't that just as important? I mean how can you continue to release content 'Years Out' when MS doesn't support an OS anymore? That would be odd, too.
